WELLFLEET CONSERVATION COMMISSION

MINUTES OF MEETING OF MARCH 5, 2003, 4:00 P.M., SENIOR CENTER

Present:  Paul Banner, Co-Chair; Cyndi Moe, Co-Chair;
         John DiBlasio, Virginia Page, Edwin Reynolds;
         Emily Beebe, Conservation Agent; Birgitta Olson, Clerk.
Regrets:  Dorothy Dolan, Eric Mitchell, Richard Tesson.

Meeting called to order at 4:10 p.m. by Chair Paul Banner.

Business Meeting.
-  Emily Beebe reported that erosion control measures for the
  Brimm property, Lieutenant Island, have been delayed because
  ice is preventing engineering work on the site.
-  Jim O'Connell will speak to the Commission about the shifting
  shoreline of Cape Cod.
-  Plans for the Bliss project, to be heard on 3/19, were reviewed
  with the Conservation Agent, who noted that tree and vegetation
   removal and introduction of new plantings should be considered
  very carefully.
-  A workshop on vista pruning was scheduled for 3/12 at 1:30 p.m.
-  Emily Beebe said a request has come from grantholders on Egg
  Island to be allowed to drive out to grants for four days to
  clean up from winter and bring in new materials.  Commissioners
  were agreeable to this so long as everyone used the same days.
  The Shellfish Constable will supervise.  He will talk to the
  Commission about regulating this access on 3/19.
-  Mail was reviewed.
-  There was discussion about proposals to establish windfarms
  in several New England coastal towns.  Cyndi Moe MOVED "that the
  Conservation Commission send a Memo to the Planning Board,
  Assistant Town Administrator and Building inspector proposing
  a discussion of windmills as an alternative power source."
  SECONDED by John DiBlasio and CARRIED 5-0.
-  Emily Beebe reported on a meeting with John Portnoy to discuss
  the Herring River restoration project, to include a gradual
  opening of the dike and the damming of Mill Creek.  Questions
  need to be resolved about the impact on shellfish beds, for
  example, sedimentation and water quality downstream.  Ms.
  Beebe will make up packets in the history of Herring River
  activity.


5:00: William Bowers, RDA, 55 Old County Road, Map 30, Lot 80:
Septic system upgrade.  Alan Cabral presented a plan for a new septic tank and leaching facility outside the 100 foot buffer zone, but with the piping for these inside the zone.  Cyndi Moe Moved "that the Conservation Commission make a Determination of Applicability, Negative #3, subject to the condition that brush be removed from the top of the slope, with no more dumping of brush there or in the wetland."  SECONDED by John DiBlasio and CARRIED 5-0.

5:15: Richard Jackman, RDA, 120 Kendrick Avenue, Map 20, Lot 13:
Concrete stoop; stone in driveway.  Emily Beebe represented Mr. Jackman, describing the proposed new southerly access to the house, and stating that new stone will remain within the bounds of the existing driveway.  Cyndi Moe MOVED "that the Conservation Commission make a Determination of Applicability, Negative #2."  SECONDED by Virginia Page and CARRIED 5-0.  Commissioners asked to be informed about what the digging under the house is for.


5:30: Patricia Foley, NOI, 29 Briar Lane, Map 14, Lot 26:  Replace porch with deck. SE 77-984.  Jed Foley described the plan to rebuild the porch as an open deck, which will require some new
pilings, and cutting back of the hedge to free up the steps.
It was confirmed that there will be no restaurant tables on the deck.  Commissioners noted that the dormer should be guttered.
John DiBlasio MOVED "that the Conservation Commission approve the project as proposed, according to the six pages of sketch drawings dated 2/13/03, subject to conditions specified."  SECONDED by Cyndi Moe and CARRIED 5-0.  Conditions were set.  Supervisor: Cyndi Moe.  

5:45: Gary Ender, NOI, 145 Samoset Avenue, Map 28, Lot 104:  Renovate dwelling; repair retaining wall.  (Continued from 2.5.03.)
Minutes of 2/5 were reviewed.  Robert Perry presented a reduced list of proposed repairs, most of which he called cosmetic, with the garage work being the significant part of the project.  The concrete foundation and walls will be left, and what is on the roof removed.  A shed is also to be replaced.  Cyndi Moe MOVED "that the Conservation Commission approve the Cape Cod Engineering Plan as revised 2/12/03, subject to conditions specified."  SECONDED by John DiBlasio and CARRIED 5-0.  Conditions were set.  Supervisor: Paul Banner.
